question?

im just wondering , When there is TSB issued for a certain problem in our cars, are Nissan dealerships obliged to repair your problem at no cost.

NO, only with specific recalls. There are hundreds of TSB issued with regards to coil packs on 4th gen Maximas, most the 98/99's and not one Nissan dealer was ever obligated to repair them at no cost.

Recalls are free if you have warranty or not. TSBs are free if you're still under warranty.
