Function of the metal plate under the steering wheel?

Does anybody know what the function of the metal plate below the steering wheel is? It is held in by 2 bolts, and can be seen when the bottom part of the driver's dash is removed. Reason being I overtorqued one of the bolts and snapped it. I can't get the bolt out so I figured I would just leave the whole metal piece off. At first I thought it was a safety device, but now I'm doubting that.
Thanks,
-Cyrus

If that's the case I might try to install it again.

why take it off.....it is not like anyone can see it....and it is very easy to remove. and is does offer some reason. i would just keep it, unless you are going for major weight loss.
