2 problems please advise

Hello,

I have 2 issues, that are probably very minor, but I'm going to ask anyway. 1 my windshield washer fluid wont come out. I can't hear the humming noise it normally makes when it squirts out. Could this be a broken pump or something? It was working fine 2 days ago, then it got uber ****en cold and it stopped working.
2. I got in my can today and the brake light was on, though my ebrake was not. I tried pulling the handle up then down a few times, but it stays on. I would imagine this is just a sensor or something, but how hard would it be to fix this, can I just reset the ecu and correct it? Also could it cause any harm to the car? I assume it couldn't but you never know.

will regaring the windshild washer the holes were they squirts from are probably close with dirt or something you could clean them with a neeadle or
safetypin,for the brakes maybe new brakes ? did you check?

I know im in need of new brake pads pretty soon, however I was not aware that that light was tripped by anything other than the ebrake?
