Well, to confirm this thread of unanswered questions, I had a '95 for 9 1/2 years. I bought it July of 1994. The car was built on OBD II technology. The connector for troubleshooting DTC codes is located on the right side below the fuse block cover plate. As far as that connector on the passenger's side, that is the connector for the transmission computer. I had a Nissan technician once riding with me and he plugged the consult tool into this connector plug on the passenger's side. Here, when the car is driven, he can monitor the RPM's and how the car shifts.

Some 95s do have the OBD II connector mounted right above ECU on the left side passenger footwell. I've already tested three 95 Maximas and my OBDII program worked on them. The ISO-style OBDII connector ports are all the same, regardless of the car or make it's being used in. The ISO connectots look the same on the 95-96 Maximas, 04 Toyota Sienna, and the 97 Honda Accord I've tested.
