low coolent temp while driving- Please help!

low coolent temp while driving- Please help!

I have '96 maxima se. Recently, I am suffering from an extremly low coolent temperature during only highway driving. However, the temperature comes back to normal when I drive the car on slow local traffic. During a normal coolent temp, RPM drops to around 5000 when the car is stopped on D Mode. However, with a low water tmep indication even after 30 min of highway driving, RPM stays high around 8000 to warm up the car, when the car is stopped on D mode.
My mechnic says this is not a serious problem, but I am really worried that it may casue other problems, such as a water pump breakdown, etc.
Does anyone knows what is the problem? Is this a thermomether problem? Please share your knowlegde. Thanks,
