This is on my rear 1/4 panel on the passenger side . It's right behind the tire. How do i fix an issue like this?

 

if its flaking off, then you are going to have to get the 1/4 panel painted, but then the new paint won't match the rest of the car perfectly. or you could do it the ghetto way and scrape off what you can and hit it with some touch up paint.

 

no its not flaking off. Why do these things happen? how do they start?

any other suggestions on how to fix?
