AC Valve?

AAC Valve?
I have a 98 max se.
Having problems starting it when it is cold and the gas milage has dramtically decreased in the last couple of months.
Could this be due to the AAC valve? Nissan tells me so. They say it is like a choke and it is causing my fluctuation in low to high idle and the cold start issue.
My issue when them is that I had them adjust the idle while I had it in for state inspection a week ago and when I picked it up, the car wouldn't start. Had to call the mech the next day and they said they could have missed the setting for cold idel start. ??
Should I just replace the part? Nissan wants $180 for the part and $200 to install. I can't find the part anywhere esle. Is it easy to replace?
