throttle body what is this part on it


the part that is circled in red what is it and what does it do?
is the cylinder part suppose to move?

Fast Idle Cam

There a piston that moves in and out and controls the idle based on the temp of the coolant running through the throttle body. This is what idles the car up when it's cold.

thats what i thought it was. i couldn't get my piston to move at all and my car doesn't start very well in cold weather. can i buy just a new fast idle cam or does it just need to be regreased?

if the piston doesn't move it all do you regrease it or buy a new one?
