radiator fluid change and timing belt

I would like to know how many miles do you change your radiator fluid and I have 65,500 miles on my car now is the timing belt needs to be changed?

i think they recommend to drain and refill the fluid every 3 years, and there is no timing belt on the engine, its a timing chain, and it should be good for the life of the car granted you dont have tensioner problems, which i dont think the 99's are known for.
