Every Since My Mechanic Change My Rack&pinnion My Airbag Light Start Blinking My Horn Wont Work My Cruise Control Wont Work

 

Sounds like he wiped out your spiral cable in the colume . It will probaly need replacing . If you dont lock the steering wheel when you pull the rack loose from the colume it will ruin the spiral cable if the wheel turns to far or if it is not realigned correctly when the new rack is attached . I would make "your mechanic" pay for this pricey item .
