95/96 Red Clears

Hey, I was told that only 97-99 4th Gens can have the Red/Clear Tails, but I've seen some 95/96's with them. (Only clear on top, red on bottom). Where can I find these?

all are custom made, and usually go for $300+ on ebay. There is a thread in the groupdeals section about them, supposedly getting new lenses for ~$115, but who knows if the guy will ever produce them.
