If its not moving, you didnt remove all of the screws. There should be one on the top center, and one on each corner on the bottom. Then there are the plugs behind them, where you are suppose to pop off.

First remove the two screws at the top of the black trim. Then, you must remove the casing around the steering wheel column. There are four screws on the bottom of the column that must be removed to do this. Three of the screws will be easy to reach, but one of them require that you remove the panel just below the steering wheel column and a metal support bracket behind it, so you can get a better angle with the screw driver. I think two bolts or screws hold that on along with some clips. Now remove the metal bracket. Now that all that crap is out of the way you should have a clear shot at removing the last screw at the bottom of the steering wheel column. Now CAREFULLY pull the bottom of the black trim out, it is held on with some clips. Next, disconnect the accessories (security, fuel door release, etc.) and pop them out of the black trim housing. Remove the screws holding in the gauge cluster. Then, diconnect the wire harnesses. Now comes the tricky part!! You must attempt to remove the clear plastic from the gauges. This is exremely difficult to do, because it is held in with many many stiff tabs and you will probably break it as myself and many others have done. This requires a new plastic piece. I would just accept defeat and buy a new one and break the old one when removing it, which will be a lot easier!!

Hope this helps. It is a lot easier than it sounds.
