i keep blowing fuses

i've got a 98 maxima that keeps blowing the fusible link under the hood for the windows. when i replace it, the fuse will blow relatively soon. it also makes a clicking noise and the lights flash (just a little bit and only when they are already on).

it seems that the windows, power locks, and seats are all in the same fuse but i have not been able to chase down a short, or faulty ground. please help, it sucks so bad that i cannot roll the windows down on a nice day

its the right fuse.

and when its been in the shop they put a new fuse and proclaim it is fixed (long story). I had one place tell me that there is a short in the seat but, i really cant seem to chase it down. what i would like to do is just disconnect the seat and see if it is the culprit. I just cant figure out how to only disconnect the fuse of the seat (the fusible link in the hood is hooked to the seat the windows and the power locks)

anybody got a suggestion

sorry I should have read more befor posting. That place was on the right track a shorted out motor for the seat would give you the same problem.
