Water in foglight connector???

when i ordered my apc superwhite bulbs for my fogs, they blew out in 3 weeks. I was like ok, these bulbs just suck. when i went to replace them with just some sylvania $3 bulbs for the time being, i noticed that water had seeped into the connector...Im curious as to why this happens. I put the foglight housing back in correctly, the little **** back into that socket, and they sit fine. I put that black cover back over the inside of the housing. Any reasons as to why this is going on? I want to correct the problem before my better bulbs come. any input would be great. thanks
