Separate controls for tail lights and head lights

I was driving around in my friends 1996 jetta and he had separate controls for the tails and head lights (so you can turn your tails off but still run heads). How hard would it be to do something like this on a max? What does it involve?

Thanks

Why would you even consider doing the (DRIVE-BY) mod. Are you a thug? If so, then let me simplify things by suggesting you just wire up your license plate light to a on/off switch. That way you can make a clean get away!
