HELP!! w/ diagnostic codes

I did the diagnostic codes check and came out with codes 09/01 and 05/03....codes meaning
1.upstream oxygen sensor heater fault (right bank)
2.Upstream oxygen sensor or circuit fault (right bank)

I checked in my haynes book and they do not specify the sensors, their only right-up is for the main oxy sensor (does not say upstream or downstream)....I am lost... I would like to do this myself because I think the mechanic is the cause of this problem, so if anyone can help I would appreciate it.

Also would this problem have anything to do with why my tach has never worked, it just jumps up and down, sometimes it looks like its going with the beat of my music, and the ONLY time it Ever works is when it is raining, but when it stops raining, it stops working.

It's the one on the y-pipe furthest from the front of the car, one coming down from the rear exhaust manifold.
