Climate Control Issue

I've asked this question before, and I got an answer, but it wasn't exactly the one I was hoping for. Since the weather is getting hot here, it's becoming more and more of a pain every day. I'll describe it.

When I'm driving, I feel air blowing at my feet, even though my climate control is off. The temperature of the air being blown at my feet feels the same as the temperature outside. To make it stop, what I can do is either press the circulate button, or I can turn the air on so that it blows in my face.

I usually don't have my climate control on, because 95% of the time I drive with my windows down. Does anyone else have this same issue? If so, is this normal or is there something wrong with my car?

As far as I know thats normal, fresh air is circulating into the car
