Do you hear anything when you try to move the seat, look under your seat and make sure all the connectors are secure. Also check the track that the seat slides on to make sure your missing fortune hasn't jammed the seat on the track.
Its not a howto - but it should give you some starting points.

The way the seat is set up is that there's a motor on one side, and a cable running to the other side. Obviously, the cable has broken, or come unhooked. If you haven't taken the bolts out of the seat and lifted it up to look underneath, you should do that. Once you see the cables to which I'm reffering you'll recognize them. Also, you should be able to tell if it's broken or simply unhooked. The bad news is that I pretty sure you can't buy new cables, so if it's broken you may have to try and find a junkyard to sell you one. Also, don't forget to check the rail for foreign objects: I've actually seen a quater get stuck in one rail and prevent that side of the seat from going forward.

These answers are probably as good as it gets. The only things that would prevent your seat from moving are:
-Bad Motor / No electrical connection
-Jam in the track
-Disconnected / broken drive cable
Check these and fix whichever describes your situation.
