Can a bad cat effect performance? Also is there any legal HI-flo cats?

Well a mechnaic told me my cat was bad, and has been for some time. I took it to someone eles and the verified it and said the same thing. SO i guess i am going to replce it. but can a cat effect performance to a noticeable extent?

So since it is bad i decided to get a hi-flow cat since i have to buy one anyways. I hear dthey really make no differance, but do they make any at all?
also are there any legal hi-flow cats that will pass emissions? I just do not want to mess around with having to take it off and ****.

my mechanic told me that high-flows would pass emissions fairly easily, and thats in cali, so we got high standard. i think itll all work out.

Federal law states that as long as the car has 50K miles on the odometer, virtually any 3-way aftermarket converter may be installed, so long as the car can pass applicable emissions tests.

I clogged cat or one that has broken apart can kill your power. If it is has broken apart it depends on how it has wedged its self in the B-pipe but we had a car in our shop once with a bad cat and the car could barly make it up a hill it was clogged so bad.
