To polish up my crusty timing chain cover, I ended up using throttle body cleaner to get through the 9 year old buildup. Once that was done, I found that using a cloth that was sprayed lightly with the throttle body cleaner, and regular metal polish seemed to do a good job on cleaning it really well. (the cloth should become black) Then I used straight metal polish and buffed it to a mirror shine.

Keep going with the sandpaper, then use some good alum. polish with a good cloth polishing wheel, and be prepared to spend a LOT of time on it.
