It can be done on 97-99 tail lights also, I made mine the first month I got my car. It took just about 8 coats as well. Just make sure you put enough coats to match up the reverse light if not it will look funny.

same here man, i wetsanded the surface so the clear coat would bond well with the surface. saved me alot of money.
