Do you have any mods to the exhaust system? Y-pipe etc?

Where is the carbon buildup that he is talking about? Carbon builds up in all pipes along the exhaust path.

Have you ever failed inspection before?

Don't EVER take you're cars to pepboys. Just get it inspected and see. If the reject it then get the problem fixed at a REAL mechanic.

Just take it to somewhere like the Bronx or Brooklyn and give the guy doing the inspection some lunch money.

A happy mechanic makes customers happy, the car will pass.

yep, get someone else to inspect first.
if you get carbon build up problem again, run a bottle of seafoam in the gas tank and drive all of it off ( as much off as possible). you'll smoke the neighborhood and spit out all the carbon buildups. another thing is possibly your catalytic converter may need replacement. get that checked.
seafoam is about 6 dollars each
