Your knock sensor might have just gone kaput and your car went into safe-timing and you feel it with your right foot.

yes tha ffects power, if your cylinders are mis firing it will give a harsh ride, and you wont accelerate like you should.

Clean your throttle body, replace all you coil packs, replace the fuel filter, and replace the knock sensor regardless if you're getting codes or not. All this is worth at least 50hp.

I kid

is there any possiable way to determine if a coil pack has gone bad an easy way? i dont have a multimeter or w/e, what else can i do to test em? my car hesitates alot but i have replaced all sparkplugs, ks, fuel filter, and cleaned throttle body. The only thing i can think is the coil packs. Ive posted about this before but no one really gave me a clear answer. thanks -Ryan p.s. i have a 99 also, where can i get coil packs and for how much?
