Inside the hazard switch is a spring, a tiny pin and a small triangular shaped piece. If you look at the triangle, it has two grooves in it where the pin is supposed to ride in perpendicular. Do not lay down the pin in this grooves, it goes standing up. The pin however is suppose to be inside of a small hole on the other portion of the switch.

So, place the pin in the hole where it belongs.
Place the trangle where it belongs and make sure the grooves are visible, not face down.
Now carefully put it together so that the pin will end up riding inside these grooves.
Don't forget the spring and the switch should work.

I had the same problem at first and it was because I had not put the pin into the grooves so the button wouldn't "click".

Good luck.
