engine over heating

the engine temperature gauge shows full temperature (over heating) everything checked seems normal, the gauge gives normal operating temperatures at some occasions

could it be the needles of my cluster? could it be fixed? how? can i do it myself? or do i have to change the cluster completely?

what about temperature sensor? could it be damaged?

thanks for any input
