This was discussed today in another thread. Follow the link below. Didn't you start that thread? Look in your local Yellow Pages under performance shops, or look around downtown (assuming you live in a city) for a place that does detailing or sells rims for cars (not a tire shop though). Those places are usually perfomance shops.

Tinting your license plate cover is illegal cuz you can't see it. Why the hell would you wanna do that anyway? If you still wanna try, go down to your local wal-mart, k-mart, target, or any other place you get your clothes and buy some tint and do it yourself.
