Y-Pipe and Steering Questions

I have a 98 SE, stock other than a Courtesy FSTB. It's in good shape, but it is getting a bit long in the tooth. I'm thinking a shot of modification may be just the ticket.

I'm bothered lately by the numbness of the steering. I'm not sure if it has actually gotten worse or if it just my impression, but turn-in is poor and the feeling is dead just off center. Tire pressure is fine and the tires are Potenza 950s--not Pilot Sports but good enough. My first question is whether a new suspension will impact this. My initial thought is to go with Illuminas and H&R springs--I'm not much for the slammed look, just want more steering feedback and better handling. What about polyurethane bushings? I may also add an RSB to tune out some understeer. I prefer not to spend much on 17" wheels, though that would probably solve a good bit of the problem.

Second question (because there's no such thing as too much power) is on Y pipes. What is the bees-in-a-can noise to which everyone refers? What causes it? Has anyone completely resolved it (100%, never not ever type of solution...I drive people around in my car and noises are not acceptable)?

yes, a suspension setup will improve your ride and make it feel like a totally different car. Most y-pipes have no bees in a can noise, so you shouldnt worry about it...the noise is the noise that all ricer civics with a coffee can muffler tip make.
