No one I know changes their pads due to how much dust is on their wheels.
Did you check your brake fluid?
Take your wheel off, and LOOK at the pads. There's an indention in the middle of the pad. If you can see the indention....your pads are ok. If you cant, then you need new pads.

Then again, you may have a caliper whose pins are not sliding freely. If a caliper pin is seized, then your brake pads will not move properly once applied. They may continue to remain close to the brake disc even after the brakes are not being applied, causing premature wear and uneven dusting.
That is solved by coating the caliper pin with anti-seize so that it slides freely in its housing
