Failed Inspection in NJ, Modified Exhaust too loud

I failed my New Jersey inspection because my Stillen muffler is too loud. I have a Y-pipe, B-pipe from Stillen and a 18" resonator. Can you suggest what are some fast methods that I can do to decrease the noise to pass the inspection? Or, where I can go to pass inspection?

I am inspector for shops in N.Y. and I never heard of someone failing a car for a loud exhaust. I do not think Jersey is much different from N.Y. You could try another shop or asked for the inspection guidelines and see if what is considered too loud.

shove brillo pads up the exhuast pipe. thats what we did to my friend toms car and it worked like a charm. then just rev the hell out of it and the brillo will fly out

I just passed last week with a Warpspeed exhaust in NJ. I was Worried about noise but they didn't say anything. They only tried to failed me for my 3rd brake light that was actually working and the 90yr old guy working at the front of the lane couldn't see it in the sunlight.

I tried this proto type today and it seems to work. I have a smaller pipe that fits in my stillen muffler, so I filled the pipe up with rag/towel and put it in the muffler. Amazingly, the noise was greatly decreased. I am going to cut the pipe to the right length and fill it with brillo pads. Of course, I'll have to make sure that I can get it out too. I figure that I might as well keep this brillo pipe handy so I can use it again in 2 years when I need to get inspected again. Thanks for everyone's help!!
