Help - ECU code P1130

My check engine light is on--
I used my scanner tool to come up with code P1130
I checked my Hayes manual and this website-- came up with nothing.
I can't find the code anywhere!
Does anyone know what this code means?

You have a 99 so it could me billions of things. But, P1130 Swirl Control Valve Control Solenoid Valve (Only for california) is your problem.
