Headlight Problem

For some reason ever since I bought this car I've noticed that when I turn the headlights on that the drivers side is on hight and the passenger side is like yellow. Even with my silverstars in the passenger side is yellow. It's not until I turn on the high beams when the passenger side turns to it's high beam and then the drivers side goes to low beam. Anybody know what could cause a problem like this? Could it be a bad relay ?

Just flip the high and low wires on the driver side headlight harness and it should go back to normal

Well the guy I bought the car off of did the 9007 mod. Would that cause the problem? Should I go back to 9004's?
