Clicking/whistling from wheel area after installing rims NEED HELP ASAP!!!

I just put my brother's RacingHart rims on for him on his 2000. Everything looks fine but when I took it out for a test drive and to get it ready for doing the re-torque... when I drive past walls I get a clicking/whistling sound bouncing back at me. It almost sounds like metal on metal. The sound is not very loud. He had these rims on his car last year and everything was fine... don't know what happened this year. He didn't have this sound with his previous stock 17"s on. I checked the lugs after a day of driving on it and they are all snug and as tight as can be. I need help... What could this be? His car looks nice but then sounds like crap when pulling up places. Thanks for help in advance.

i have a clicking sound coming from one of my wheels. after installing x drilled and slotted rotors. not part of your question. but drive with the ebrake up a little and that will tell you if the front or back are making the noise. then jack up the car, freely spin the wheels. if is the back pull up the ebrake a little and spin freely. that is how i figured out what my problem was.
