Clean the throttle body and idle air control valve.
Make sure the spring on the throttle is nice and tight.
Check for binding of the throttle plate.
Check the cold idle plunger, make sure it's retracting correctly when the engine is warm. Also make sure the cold idle linkage isn't binding up.

My car does this sometimes, although rarely.
I sometimes start up and have an idle of 2000+ rpms.
Most recently my car was fully warmed up. I shut it off 'cause I forgot something in the house. I come back two minutes later, start it up, and my idle is 2000 rpms. I shut it off, restart, and idle was normal again.
Sometimes if it is idling at 2000+ rpms, it will suddenly come back to normal after a few minutes.
