All these lights.....I'm confused

Ok, so this is yet another simple question to answer yet I seem to have trouble with the simple ones. I was looking at my plethora of lights up front and I can't figure out what they all do. So you have the headlights and the lights next to them which I assume are the parking lights. Then below that the inside lights are the turn signals but what is the outside part of that? Mine don't illuminate so I'm trying to figure out when they are supposed to turn on and why the don't. Please help the org idiot

They are sidemarkers and serve as parking lights also.

so should they illuminate all the time or only when my parking lamps are on, because currently my parking lamps illuminate when my headlights are on, i would guess previous owner did a rewire?

They should illuminate all the time, they work together with your clearance lights.

the lights that are next to the signals are parking lights that serve as marker lights and they should ONLY illunimate when you turn on your lights. The first position on the light stalk after off should do the trick. They should also light up when you trun your headlights on. If they don't, check the bulbs as they could be burnt out.
