o2 sensor reading voltage with car off

o2 sensor reading voltage with car off

here is my problem guys. i just put in a warpspeed y pipe and high flow cat. the cat however has the o2 bung on the other side instead of on the stock side. so i lengthen the o2 sensor wires so it may reach. now the car is reading 1400mv at idle and 990mv with the car off.meaning the o2 is reading super rich at idle and continue to rise at wot. the front 2 are reading lean at 350mv and increase accordingly, but are working just fine.my car is running just fine. i know the back o2 is just to make sure the cat is working but what the heck. all numbers are rounded off. i know the wires are not crossed are anything b/c its just matching the 3 wire color.i even went back to check them and swapped out the wires again. could the wires have been causing to much resistance or not enough? i even changed the 02 to a new one thinkin it had got damaged. but same darn thing. i was wondering if anyone ran into this problem.please help guys.

With the car off the output of the O2 sensor should be 0mv. Don't see how the thing could possibly generate a voltage at room temperature.
