Bad struts?

My car bounces at low speeds (under 40)....the bouncing happens even on relatively smooth pavement. This is most pronounced at around 20-30mph, and even more so under braking. It's hard to describe exactly, but it feels like the car is lightly rocking side to side. It becomes more severe when the car is heavily loaded ( 3 people in the back), it is also more noticeable by the rear passengers. My theory is that my struts are going bad (108k miles), and they dont stop the spring from bouncing.

Do I need to have my struts replaced, or is this something else??
