Rust on front crossmember

On my 98 I30, there is a somewhat substantial amount of rust on the front crossmember (correct name?) the one that if you look closely you can see through the bumper. What can i do about this, im hoping i can order a new one and bolt her up, but im guessing if i want it fixed its a job for a welder?

I doubt im the only one with this problem, let me know what you guys do, and is it removable?

Thanks guys

This isnt my car, but they are prone to rusting really badly. Its the radiator support. That entire section gets replaced with a section from Nissan. Its about 3 feet long. The parts like $127 from Nissan and needs to be welded on each side after the old section is cut out.

When I had mine replaced, I didn't notice any difference in my shifts, although my trans was already on the way out at that time, so I may not have noticed any difference either
