Tune Up and Fuel Filter Question

Getting to the spark plugs this weekend Just purchased (ngk copper) as suggested here. the plats are $11.00 the copper $2.00 . When I change them I borrowed a tourgue wrench from my friend ,any one know the exact tourque to tighten them at? Do i also apply a small amount of anti seize to each plug, can i use my fingers or a brush? Last i heard I put some greese Coat the inside of the coil where it makes contact with spark plug with a thin layer of tune-up grease? and is this a must....
second what is the BEST fuel filter to use. I see there a whole bunch out there. thanks

add on here is the part i found is this it? fuel filter made in Japan E1000-66643

14-22 ft lbs u can use ur fingers fro anti-seize...use an OEM 300zx tt fuel filter.
