They are torque-to-yield bolts, which means they stretch a little when they are torqued down for the first time. Technically they CAN be reused, but you have to accurately measure the distance between two specific points on the bolt. If the stretching is beyond specification, they can't be reused. But in general, reusing torque-to-yield bolts should be avoided, if possible; just to remove all doubt. The same goes for main bearing bolts (if you were to ever remove the crank).
