Window tints and inspection?

Ok so I went through inspection today after I removed my front window tints yesterday so I wouldnt fail inspection because of them. So i went to inspection with my front windows down (no reason they just were) but the guy never put them up to check the windows..I remember someone said just to roll through inspection with the windows down and youll be fine, but didnt believe him and paid the $40 to get them removed. So my question is do they never check the windows or did I just get lucky? I did end up failing inspection though because my spoiler brake light doesnt work apparently. The maxima in front of me failed too so I think the guy was just racist against maximas.

The first thing this guy did was testing the blinkers and rest of lights. Didnt even touch the windows. I was kinda mad that he didnt even try to close 1 window because I rushed to find a place to remove my tints because of inspection! But it was the last day of the month and the place was packed so thats probably why. When I go to get re-inspected once I find a place to buy the led lights for my brake light from ill see if they get closed or not.
