No you dont need a new harness for 9004 bulbs. Only higher wattage bulbs (9007). An upgraded harness will give you more light either way because it will draw more power to the light, but its not actually needed for the 9004 silverstars.

As long as they are 9004 they will fit. Or 9007 if you're upgraded.
