Some minor upgrade questions

I plan on doing some upgrades to my car in terms of adding features, such as fog lights and variable wipers, etc. Tomorrow I'm going to a junkyard near me to pick up a couple of parts that are cracked, and replace my rear center seatbelt.

First of my questions, is the rear center seat belt easy to replace, hard, or nearly impossible to do it myself. I have a decent knowledge of cars, and my father has even more.

Secondly, when I replace the rear seat belt, is there any simple way to upgrade to the 99 3 point seat belt in my 98? By simple, I mean without removing large sections of the rear end. Drilling a hole for a bolt I can see, but anything more and I don't think it would be worth it.

Third question, Fog lights. I see that there are already some wires near where they would be mounted on my 98 GXE. Does anyone know if this is the only wiring I need? If so, where would I find the other end? I also plan on replacing the signal stalk (correct term? waiting for Haynes manual to arrive) at the same time, would the wiring come out there? Has anyone who has done this, and added stock fog lights written up the tutorial? I could not find one. If there is no tutorial, I will take pictures and write up what I do. If anyone else has done this, is there anything in particular I should watch for?

Finally, anything in particular that anyone suggests I should pick up? I have almost 125000 miles on my max now, and anything in particular that is likely to break soon would be great to pick up. So far I have yet to do any modding, but at some time I intend to. Any information would be greatly appreciated.
