Need Diagnostics Help *Whining Noise*

Alright fellas I need sum friendly advice here. I'm looking into purchasing a 98 max se 5spd 91k on odo for $4200. Problem is it needs new brakes and rotors and a clutch sum what soon cause its very spongy and it will need an alignment. Another thing is there’s this HORRIBLE loud constant whining noise from start up from the engine. Its just whines like hell while sitting idling and also while driving. For sum reason there is sum kind of power lose because when I just hit it off the line it got up but not like a normal max would pull off hard. An this whining just continues throughout driving. High or low rpms its jus there, though as the rpms increase so does the whining sound. I'm thinking it could be the timing belt to tight or the belt or cam tenstioner needs to be replaced. Would any of these things do it? Any help would be greatly appreciated here on this.

I think this is a similar thread. I'm experienceing a similar problem, althought the whine seems to go away after the car warms up.
