Need advice on wheel offset

I have two questions:
1)Can I fit a 245/40 on a 18x7.5" wheel?
and
2)If the offset of the above wheel is 38mm will I have any problems with rubbing since my car is lowered with Intrax springs (1.75")?
Any advice greatly appreciated.
