How do i test a damged (stuck) caliper?

Hi, i was having some problems with my car a while ago a white "cloud" accident coming from the front/right tire, and i was noticing that EVERY time i drove my car when i came back home or park somewhere i always smelled like something burning (like a tire or something), And when it rains and i try to brake the car the front/right tire always skid/slips nad its just that tire (i feel it, and the car moves from left to right) its true that my tires needs changing but since the front tires look the same and its just that tire i thought something else was wrong.

uhh lift up the front end put the trans in nuetral and spin the tire to see if its in fact dragging or not

you can also check to see if the suspect caliper's brake pads are worn evenly and if the caliper is discolored from heat
