Whining noise on startup

I have a 99 ES Max (auto canadian model) with about 70 000 miles on her, she has been running great but there were 2 annoyances, first was the vibrating gas pedal when i was at 3500 RPM and after that it would stop vibrating, somehow that stopped happening, now i know for a fact that the car wasnt beaten cause the guy i bought it from is a doctor and i know him personally since he is my family's doctor and he drove really slow but after driving fast a few times, it stopped vibrating, however right after it stopped vibrating, right on startup the car whines i dont know how to describe the sound but it isnt that screeching sound, it's just a whine but only for a half of a second and it stops, and i dont think this is anything major since the car drives like a bat out of hell but i really want the car in a good running condition and if this is anything important and could cause problems down the road i would like to know. thanks alot!

I would think it would be the belts. Maybe tighten the tensioner?

My guess is the whining is the starter. Does it mainly do it the first time after it has been off for a while?

If it only makes the noise while cranking it's the starter. If it makes the noise while cranking and after it starts it's the belt. (loud screeching)

it actually does it after it has been off for awhile like one night
and if the car is warm it doesnt do it, if it is cold it does it

and i guess the starter is the part that starts the car and that whine means it is about to let me go?!

If you have a '98 = Alternator, I ran (alty sounding like an S/C) for a few days before I had it replaced.

Your info is extremely vague, take a video or record the sound.

Wow, someone needs to learn the rules of a forum.

I had this problem after my mech replaced my alternator. It would squeek after startup, but only when it is cold. And it was for about 1-2 seconds. I took it back to him, and about 5 minutes later, I was outa there with no squeek(yet...this was on thursday, didnt drive at all today).
