You will also need the front bumper for the true 97 look. Did you try the www.copartfinder.com or the local junk yards for the used parts?

You definitely need the 97+ bumper and grill. You should alse change your headlights. You dont have to but the new ones look much better. You will also have to get new fog lights if you currently have 95-96 OEMs. Any other fogs should still work. I think thats about it. The only price I know of is 97+ fogs are $180-200 from Courtesy.

i dont believe so, at least not without having a gap on it, the differenc in the bottom of the 97 buper is that the sides of the front kind of jut out and come back up in the middle, the lip is probably made to accomodate for this, the 95 bumper is smooth and flat, so thecntact would not be correct

you have to change the front grill, the bumper, only. dont need to change the headlight, you could tho.

I used to have this webpage of this company that makes parts for any car really cheap, not OEM of course, till I had to reformat. sorry
I recommend you to search (google.com) around.
here are the price if i remember correctly.

bumper: 150-160
grill: 75 ( metal or the plastic one)
headlights are 75 each ( 97 ones looks better)

good luck.
