Fuel Master - real or BS?

Harbor Freight tools sells a "Fuel Master".
From the catalog:
"Simply strap to your fuel line to save gas and increase efficiency.
Fuel Master's magnetic field breaks up clusters of hydrocarbon for more complete burning.
Use on cars, trucks, motorcycles, boats and small engines.
11.6% average highway fuel savings as tested by a U.S. EPA accepted Laboratory.
Prevents buildup of dirt in engine injectors."
Sounds like a load of stink to me.
Anybody know anything about this - like how it could possibly work?

Car makers, Nissan included, spend millions to improve fuel efficiency. If ordinary magnets would do the trick they would be standard equipment on all cars. They aren't.
