The hand-brake light comes up when the hand-brake is not engaged. And the light doesn't come all the time, only occasionally.

I'm guessing the cable is loose. I looked underneath the car but I couldn't find the hand-brake cable or any loose cable for that matter.

Any suggestions?

That dashboard warning light has two purposes. It tells you ...
- handbrake applied
- brake fluid low

Please check the fluid level in the master brake cylinder reservoir and replenish as necessary.

DBM is right. It's low brake fluid (most likely). Be sure to use brand new brake fluid (dot 3). Don't use old brake fluid, as it's hygroscopic and old fluid has lots of moisture absorbed in it.
