converting from cali to fed spec
..............
GOOOGLE!! Take your cats off baby! Yaya. Free that up. Adds like 30+ HP. Hell just remove everything after the manifold. It will not only make your car go faster. but sounds beastly. Make sure you have lots of advil though.

Basically what you are doing is making the exhaust layout more simple. You will also get more power when adding an aftermarket ypipe because you are now getting rid of that front cat that is in the header.

Is it possible to swap headers with an older max to get rid of the front precat? that would of course require some drilling for the extra o2 sensors right?

The swirl valves only operate when the engine is cold. At operating temp they are open all the time.
The KS on a cali spec is just as easy as a fed spec vehicle. Only 2 extra bolts to remove will take the swirl valve actuator out of the way. Took me 15 minutes to change my cali spec knock sensor, it was easier then the fuel filter.
